Rules on Organization and Operation of ITF

Rules on Organization and Operation of International Taekwondo Championships
 
1. The aim of these rules is to define necessary actions and arrangements related to the organization and operation of any international Taekwondo championships specified in Art.2.1 of the WTF rules and regulations.
2. All international-level competitions recognized by the WTF shall be formed with participation of at least 3 countries with no less than 3 contestants in each weight class.
3. International championships promoted by the WTF
    3.1) The following are the international championships promoted by the WTF
        - World Taekwondo Championships
        - Women's World Taekwondo Championships
        - World Taekwondo Poomse Championships
        - World Junior Taekwondo Championships
        - World Cup Taekwondo
    3.2) Every international championships promoted by the WTF is organized by a member national association selected at the WTF General Assembly among the national associations who have submitted a written application to host in accordance with the article 7.3 of the WTF Rules ad Regulations. In case there is no national association wishing to host the championships, the national association in that country where the WTF Secretariat is located takes the responsibility to hold that championships.
    3.3) Organizing Committee
        3.3. A. The president of the host member association shall bear the total responsibilities for organization and operation of the Championships, and shall nominate the Organizing Committee and report it to the WTF within 3 months after the site of the Championships has been decided upon.
        3.3. B. The Organizing Committee must start working immediately after its formation and take charge of publicity regarding the event and the venue. All notices regarding the holding of the championships will be made by the WTF.
        3.3 C. The Organizing Committee must prepare the schedule for the championships and submit it to the WTF at the latest 10 months before the opening of the championships and also prepare the detailed information on the championships in conformity with the basic instructions given by the WTF and send it together with the invitation letter under the name of the president of the Organizing Committee to all the member national associations at the latest 8 months before the opening of the championships. The initial phrase of the invitation letter shall read "In accordance with the instruction of the World Taekwondo Federation……" and following documents shall be enclosed with the invitation:
                        a) Information sheet on the details of the championships to include:
                            - dates and venues of the championships
                            - qualification of contestants for participation
                            - entry
                            - weight categories
                            - information on awards
                            - terms of participation
                            -information on registration
                            -insurance
                            -International Referees
                            -other important matters
                        b) Entry Registration Form
                        c) Detailed program of the championships
                        d) Handbook on the site
                        e) Other necessary instructions such as accommodation, etc. Pertaining to application for participation.

       3.3. D. The Organizing Committee must keep the WTF constantly informed of the updated situation on the application for entry by member associations.
       3.3. E. Thirty percent (30%) of any fees for broadcasting rights, advertisement income and royalties for using the WTF emblem arranged by the Organizing Committee in connection with the championships shall be allocated to the WTF. However, in case of arrangement by the WTF for the Organizing Committee, those fees shall be divided in equal parts between the WTF and the Organizing Committee.
       3.3. F. For selection of sponsors in connection with the championships, a tripartite contract shall be made among the WTF, the Organizing Committee and sponsor concerned.
       3.3. G. Entry fees paid by the participating teams shall be divided in equal parts between the WTF and the Organizing Committee.
       3.3. H. The Organizing Committee shall insure entry into country to all delegations of the WTF member national associations according to the terms presented to the General Assembly at the time of application to host the championships, and it must
coordinate with the appropriate governmental authorities in order to simplify the formalities for their entry.
       3.3. I. The Organizing Committee must take necessary measures to ensure physical security for all participating national teams as well as invited personnel and to keep the venue and the contestants' accommodation place free from any types of political rallies or demonstration.
       3.3.J. The Organizing Committee must provide the WTF President and Secretary General with the first-class roundtrip airfare and accommodation of room and board during the entire period of the championships. In addition, it must take charge of the roundtrip airfare and accommodation of room and boards for 2 Technical Delegates of the WTF who will take care of all technical matters related to the operation of the championships.
       3.3. K. The Organizing Committee must bear the expenses for accommodation of room and board for all the IRs officiating in the championships and pay them a certain amount of per diem fixed by agreement with the WTF.
        3.3. L. The Organizing Committee must ensure that accommodation facilities for participating teams will be as near as possible to the venue of the championships and that the accommodation rate will be the minimum rate available. However, the accommodation facility for the IRs should be separated from that of participating teams.
        3.3. M. The Organizing Committee shall confirm the nationalities of the participating teams for issuing ID cards. Confirmation of nationality and issuance of ID cards shall be conducted, under the supervision of the WTF Committee. A contestant's nationality shall be confirmed by the one stated in his/her passport, but in case of multiple nationalities the contestant shall decide in his/her nationality to be applied.
        3.3. N. The Organizing Committee shall take necessary measure in order that any accidents or civil liabilities occurring during the period of the championship might be compensated by insurance. However, the member association concerned must take necessary procedures for insurance for any accidents or liabilities not directly related to the championships.
        3.3. O. The Organizing Committee must ensure that a medical doctor or doctors stand by so that any contestant may receive medical treatment including first aid at any time during the period of the championships. It must also have an ambulance or other means of transportation ready at hand so as transport the injured contestant if they require an examination or need to be hospitalized.
       3.3.  P. The Organizing Committee must provide all necessary equipment and instruments to be used in the championships. These equipment and instruments should be the ones officially recognized by the WTF for the use of such items.
       3.3.  Q. The Organizing Committee must provide all participating delegations with rapid and convenient means of transportation to and from the airport, lodging, venue of the championships and training site.
        3.3. R. The Organizing Committee must prepare the sites and necessary equipment required for holding of such events as WTF General Assembly, Executive Council meeting., various Committee meetings, International Referee Seminar and International Coach Training Course, etc. The conference room for the meeting should be equipped with the facilities for simultaneous interpretation in WTF official languages.
    4) Formation of Organizing Committee, Division of duties and operation of competitions for the international championships
promoted or sanctioned by the WTF shall be made in reference to the specific guidelines of the WTF on organization and
operation of the championships.
 
4. Regional Taekwondo Championships
        1) A regional Taekwondo Championships refers to such a Taekwondo championships as is promoted by a regional union under the supervision and approval of the WTF.
        2) A regional union will select the member national association to host the regional championships and then report to the WTF.
        3) Procedures to request for approval
        4) The Organizing Committee must see to it that the WTF competition Rules will be strictly observed in whatever cases.
        5) The Organizing Committee has the obligation to provide the roundtrip airfare and accommodation of room and board during the entire period of the championships for the one Technical Delegate dispatched by the WTF for the purpose of supervision.
        6) The host national must submit to the WTF the report on the results of the championships in order to officialize all the records within a month after completion of the championships.
            A. The regional union must submit to the WTF a written request for approval concerning organization to the championships within 3 months after selection of the country to host the championships at the General Assembly of the regional union and at the latest 1 year before the opening of the championships. The written request for approval shall include the following information:
- Venue and dates of the championships
- Formation of the Organizing Committee
- Required number of International Referees
- Other matters essential for the championships
            B. The invitation letters for the championships shall not be mailed before obtaining the approval from the WTF.
            C. The WTF shall inform of approval or non-approval of the championships within a month after receiving the written request.
            D. The regional Union may recommend, at the time of submitting the request for approval, the conduct of an International Referees seminar or an International Coach training course.
         4) The Organizing Committee must see to it that the WTF competition Rules will be strictly observed in whatever cases.
        5) The Organizing Committee has the obligation to provide the roundtrip airfare and accommodation of room and board during the entire period of the championships for the one Technical Delegate dispatched by the WTF for the purpose of supervision.
        6) The host national must submit to the WTF the report on the results of the championships in order to officialize all the records within a month after completion of the championships.
 
5. Other International Competitions
        1) Any member national association of the WTF has the right to organize an international competition subject to the approval of the WTF.
        2) Procedure to request for sanction
        3) The host national association must submit to the WTF the report on the results of the competition within a month after completion of the competition.
            A. Any national association wishing to hold an international Taekwondo competition must submit to the WTF a written request for approval 6 months before the opening of the competition. The written request for approval shall include the following information.
- Venue and dates of the competition
- Invitation of a Technical Delegate of the WTF
- Required number of International Referees
- Anticipated number of participating countries
- Other matters essential for the competition
            B. The WTF shall inform of approval or non-approval within a month after receiving the written request.
 
6. World Taekwondo Poomse Championships
Rules on organization and operation of World Taekwondo Poomse Championships shall be enacted separately.
